Couldn't a solution be though of, of an emergency circuit breaker be install to prevent any electrical disaster.The idea that every time when a electrical disaster waiting to happen, that special circuit breaker would shut off the power automatically. And it would be cool if they come up with a system locating the area of the problem or alerting the problem before things were to get out of hand.

I like what america did during the Gulf war? Then sent in Rockets loaded with carbon fibers. Which coated insulators for miles making them conductive. They had to hand clean and wipe each insulator by hand. A slick, quick way to down a County's power without bombing the shit out of it.
