The ME curriculum generally does not include much electrical engineering, because the MEs are mostly concerned with the purely mechanical portion of an electromechanical system. The EEs, however, will oftentimes need at least a basic understanding of ME because, while purely mechanical physical systems exist, purely electrical do not. So, it would be more common for an EE to do mechatronics than it would be for an ME. But ultimately, it comes down to what you're good at and what you enjoy doing.

You should try looking through your university's course catalog to see what courses interest you most (EE or ME). But I can tell you that the auto and aircraft industries both employ many different types of engineers. At my university, if you major in EE, you can go for the mechatronic systems option for professional electives, which includes automotive mechatronics. In ME, there's an automotive engineering option, where you can do either automotive structures or internal combustion engines.
