I'd probably say a little bit of both, with a slight edge toward gameplay. I think some genres just naturally require more of one quality over the other. Platformers naturally seem to focus a lot on gameplay while genres like RPGs seem to focus a lot on story.

I like the level design more. Story is just a bonus. If I want to play a game for the story I usually just play an RPG but for a platformer it has to have good level design.
