Actually, the black smoke contains unburnt diesel fuel. It's very harmful, much more so than a car as they're MADE to NOT release harmful shit into the air. A dump truck most likely is not. It also has nothing to do with whether or not it runs on diesel as a lot of us who've owned crappy cars would know... :/
