I was on the highway today and just happened to see this unfold. The dump trunk was going much faster than it should have been (probably about 110 km/hr) and one of its tires blew out. The resulting explosion and debris directly hit the jeep that was passing in the left lane. Somehow I did not actually notice this happen, but the passenger did and pointed it out to me. This happened on South Cross Valley Expressway in Wilkes-Barre, Pennsylvania on August 29th 2014.
