A 42-foot dump truck with a New York license plate rolled over with a full load of construction rubble around 9am while taking the ramp from 140 south onto 195 west. This caused major delays as gas and oil spilled on to the highway. The driver was hospitalized with minor injuries. State Police report that the driver may be charged with speeding.
